WinCE4.2 Enable SIS platform for two Ethernet

1.      set BSP_NIC_RTL8139=1、set BSP_NIC_RTL81392=1、set BSP_ICS=1。

2.      增加ICS component包含ICS(Internet Connection Share)及NAT(Networking Address Translation)。
